Paul A. Blucher was born in Youngstown, Ohio and moved to Florida in 1990. He is a former Police Officer and Detective and received his undergraduate degrees from Youngstown State University magna cum laude. Mr. Blucher attended law school at the University of Pittsburgh, School of Law and graduated in 1990 with honors in Appellate and trial court competition. He has practiced law in Florida since 1990 and opened his law office in 1997. Kenneth D. Chapman, Jr. was born and raised in Sarasota, Florida, and he is a third-generation attorney and partner in the law firm of Chapman, Chapman & Chapman, P.A. He received his Bachelor’s degree in Finance from Florida State University and his Juris Doctorate degree from Cumberland School of Law and has been a licensed Florida attorney since 1990. Mr. Chapman’s experience includes in-house corporate counsel roles as General Counsel with TeamStaff, Inc., General Counsel with Cheetah Technologies, Corporate Counsel with PharMerica, and in-house legal counsel to Florida Power Corporation and TECO. He concentrates his practice in real estate law which encompasses both Commercial and Residential real estate transactions, including purchase and sale of real estate, title insurance services, Commercial and Residential leases and Landlord-Tenant matters. PETER J. PIKE, ESQ. is board certified in real estate law, and is the founder of The Pike Law Firm, located in Sarasota, Florida. Before starting Pike Law, Mr. Pike worked for Attorneys’ Title Fund Services, LLC, first as their Legal and Branch Education Manager and later as Commercial Senior Underwriting Counsel. Mr. Pike received his B.A. in chemistry from New York University, and earned his J.D. from St. John’s University School of Law in 1984. Mr. Pike has been a practicing attorney since law school graduation, and is a member of both the New York and Florida Bars. Prior to joining The Fund in 2010, Mr. Pike served for several years as in-house counsel, initially to a large mortgage bank in New York, and more recently for a high volume title agency located in Okaloosa County, Florida. In between, Mr. Pike formed his own firm in New York, which grew from a principally real estate oriented practice to a boutique corporate/real estate law firm. Both while in New York and later in Florida, Peter has been involved in teaching real estate brokers and agents at both the pre-licensure and continuing education levels.

Mr. Toale is a native of Sarasota. He obtained a Bachelor of Science in Engineering from the University of Central Florida, where he majored in Civil Engineering. Prior to entering law school, Mr. Toale worked for NASA in the Construction Management Office at the Kennedy Space Center gaining experience negotiating contract change orders, settling contractor claims and preparing unsettled disputes for litigation. He obtained his Juris Doctor degree from Stetson University College of Law. During his career he combined an office practice with civil litigation with a strong emphasis on real estate. Mr. Toale became Board Certified in Real Estate Law in 1990 and continues to hold that certification to date. His broad range of experience brings a unique asset to the litigation team.
Mr. Toale has been active in the community, serving on many boards and is past president of the Kiwanis Club of Sarasota, the SunCoast Blood Bank, and the Southwest Council, Boy Scouts of America. He has been active in the local bar association having served on the real property section steering committee and the joint committee with the Sarasota Association of Realtors®. He has served on the Mission and Planning Committee of the board of Sarasota Memorial Hospital, and is active in his church.
In 2013 Mr. Toale became the Foreclosure General Magistrate of Sarasota County. During that temporary appointment he conducted hundreds of trials involving residential mortgage foreclosures.

Mr. Feldman entered private practice in 1979 and opened his office as a sole practitioner at its present location in 1984. Soon thereafter, he was joined by his now-retired partner, Joseph Roback, and the firm of Feldman & Roback was created. Mr. Feldman’s practice focuses on residential and commercial real estate, estate planning, wills and probate.
Mr. Feldman earned his J.D. Degree (Doctor of Jurisprudence) from the University of Florida in 1978, after receiving a Bachelor of Arts degree as a philosophy major from Tulane University in New Orleans, Louisiana in 1974.
